Larry you only need to go to the sector he is in, fight off the enemies without attacking or killing Larry (he is just a NPC that walks around until you recruit him).
After the fight you can talk to him and recruit him.
There seem to be two versions of him in the game but so far the way I told you he will be in his drunk version. We might have to get him clean before he changes though.
