You have to go into Nayshall in the nighttime, talk to Azam nearby, then shortcut your way to find Rashid quicker, fight him and beat him.
After that, go into Nayshall in the daytime and find him there via the map.
Also, you can do this without owning him without the year 1 character pass or the DLC character individually, it seems.

Go to Metro City – Urban Park – Hagar Stadium and complete the new daily / normal tournament mission first.
