Troy is Burning Achievement Guide
Pick Attacking your candidate first when you meet your rival. Then when the library event pops up, take it instantly. Then pick the Crimes and Punishment book option.
This will give you the Cartographer card so you can unlock one of the legend types in the middle of the map.
Moho is priority #1.
I recommend picking Passion or Occult because the two cards you get from turning the Utopia into a legend are in one of those two categories.
Lastly, you need to make Moho 100% afraid.
