Unlocking Luna
If you hover over their portrait in pilot selection you can see their pilot missions, the first one is the one that unlocks the pilot.
For Luna you have to upgrade the Super Plasma Planet(the one with the turrets) (unlocks after upgrading azures plasma cannon to level 10) to level 6.
So if you see super plasma level upgrades on level up pick those until you unlock her.
Note: For Ram you have to upgrade Lunas Weapon (wolf fleet) to level 10.
