Use this card to unlock a kind of nexus room that connects all the quadrants together – from this room you can get to Beta Quadrant. Just straight on from there is Beta Grove.
You will need a lvl 1 protection suit for entering it.
Note: One tip for finding items like keycards and logbooks etc. Use the Sensearound implant, and it will mark nearby useful items on the minimap. Do note it drains a small amount of power, so be sure to turn it on and off as needed.
